Maupeou (1714–92)

However, everything changed with Choiseul’s dismissal and the appointment of René de Maupeou as Chancellor of France in 1770. Having himself served briefly as President of the Parlement de Paris, Maupeou understood only too well the fundamental opposition between monarchy and aristocracy. Once ensconced in his new position, he devoted himself wholeheartedly to administering a knock-out blow against the Parlement on behalf of the Crown. In January 1771, Maupeou had the members of the Parlement de Paris exiled and their offices confiscated, replacing them with a royal court operating under the same name. Maupeou then took similar action against the provincial parlements. The practice of buying and selling offices was banned in the new parlements. These were intended as merely the first steps in a wholesale reform of the judicial system, but the whole enterprise was abruptly cut short by Louis XV’s death and Maupeou’s dismissal by the new king, Louis XV’s grandson, Louis XVI. (Echeverria 1985.) The overhaul of the judicial system had to wait until Maupeou’s secretary, Charles-François Lebrun, held office as Third Consul under Napoleon Bonaparte between 1799 and 1804.
